GTA V getting severe lag in single player

So, I just got GTA V half off and downloaded it over the past week at about 100kbps. Ivery had it since it came out on Xbox 370 and was excited as I downloaded it for pc. However, the excitement soon wore off when, even on the lowest settings, I stayed around 30 to 40 fps just walking around and dropped to 10 to 20when driving. So, I did some research to try to finda fix and can't find one.

My specs are:
16 gb of ddr4
I7-5820k, I believe (something like that)
Gtx 1060 with 6gb

Now, from what I've read, these specs should blow it out of the water. I've defragged my disk, restarted my computer, etc. and have yet to fix it.

Yes, my drivers are up to date ( Nvidia says they are atleast).

Anyone have any tips?

Sorry, typing on my phone. Meant 360, obviously. In the options, it says less than 3gb is bing using, around 2300 mb. And how do I make sure my power settings are set to high performance?

Now it's set to high performance and it doesn't appear to have done anything. At lowest settings and about 1100 mb instead of around 2400 being used, it gets up to 100 fps while walking and 30 to 40 while driving. Though, it's not the quality I want nor should get with the specs I have

Looks like there may be some thermal throttling on that CPU.
What are your CPU temperatures m8?

Are you sure you set the GTX 1060 as the preferred graphics card rather than the mobo onboard graphics?

I don't have a monitor for my CPU, so I'm unsure what the temps are when I'm playing GTAV. I suppose I could get a monitor and check that, though it doesn't really show too much usage.

As for the graphics card, I'm sure that it's set to the GTX 1060, because there are no onboard graphics (I built the computer myself and neither the motherboard nor processor came with onboard graphics). The issue I'm seeing with the card is that when I'm playing, it's never getting above 10-15% usage. When I'm playing WoW, I've seen it get upwards of 100%. It's like it's ignoring the card to render the graphics and is just using it to display them.

Edit: Also, since I posted the last time about my frames, it dropped to 60 while walking and 0-20 while driving on the lowest settings. I even tried windowed mode (because I get more frames on WoW in windowed ;)) and it made no difference.

Good new and bad news: At first, my graphics card was actually being used and reaching usage of 70-80%! I still received lag, but at least it was getting used for about 10-15 min. After that, it went back down to its usual 10-15%. As for temps: My CPU Temps, as reported for each core, are 61, 55, 56, 56, 58, 56. So, only one core went above 60, and it lists the max at 94. My Graphics Temps I don't think ever went about 65.
