My pc wont turn on please help!

Hi, i have built my first computer! and i ran into this problem-
when i turn on the pc, it runs about 3 second then it turned off, and that happens repeatedly...
at first i thought it was the motherboard, i sent to gogabyte to fix it. but they didn't find any problem with it.. then i thought it might be the ram.. and i ran out to bought some new ram but it doesnt help. please help!
my specs
i7 6700k
gtx1060 6gb
500w plus 80 psu from evga
z170xp sli motherboard from gigabyte
and 16gb of ram
and crossair hydro 105 aio liquod cooler
please help and Thank You in advance.

^ a 'real' 500w PSU is more than enough for those components.
The PSU is plainly the EVGA 500W (that is its model name) , its mediocre quality but has ample wattage for those components.

daisolation - remove the GPU from the equation.
Take it out of the pc physically ,then plug your monitor into the onboard graphics.
If that 16gb ram is a 2 stick set then remove one , & leave just 1 stick plugged into the slot nearest the front of the board.

Con you confirm you have both the main 24 pin connector AND the atx 12v 8 pin (near CPU socket ) plugged into the board ??
1) what power supply are you using? I saw your post, please be more specific.
2) are you 100% sure your cooler is installed correctly and functioning properly? Liquid coolers can have bad pumps out of the box. The fans would spin and you might not even know the pump isn't working.

MY psu is 500watt plus 80 from evga
and yes i have checked the cooler many times
the pump is working... i can hear it running... xD
