My old PSU finally stopped working so went out and bought the same wattage power supply. When I installed it I reset all connections to make sure there was no bad ones after the down time. When I power on the system everything powers on lights, fans but the system won't boot. I know the Mobo is getting power but what else could be causing the system to boot? At a serious loss for words and getting desperate as it took me almost 3 months to replace the PSU.

I have already tried clearing the CMOS with the jumper and removing the Mobo batt.

PC parts as listed
Mobo: ASRock 990fx killer
CPU: AMD FX 8350 4.0ghrz
Memory: 24gb 24000
GPU: XFX Radeon RX460 4gbs GDDR5
PSU: ThermalTake TR2 600W

Solution
Discounting possibility of doa PSU and something not making good contact, it's possible your old PSU took something else with it when it died.

Actually figured it out, though it don't really make sense. But I'll have to open it up some time and check all the connections, anyways finally got the PSU to work on the 115 setting but the unit can't be secured like normal and has to be on it's side for it to work. So I'm going to assume that there is a loose wire inside the PSU.

Actually figured it out, after going out and buying another PSU I tested it with the green and black wires before anything to make sure it ran. Once i knew it ran I hooked up the psu and the same problem again. So from there i knew it wasn't just the psu. I started doing some troubleshooting with the mother board and discovered that when I have the cpu power hooked up on the MoBo the system will not power. thus it's safe to assume that when the original psu went it damaged the mobo and just took time for the sytem to stop working all together. I contacted Asrock and they are going to replace the board with a RMA at no charge which is awesome if you ask me as i bought it 2 years ago
