Low Frames in FO4, BF1, GTAV: Msi 980 Ti and i7 6700k oc 4.4ghz (750w psu)

I'm completely lost. Its a brand new pc so there's no application conflict unless windows or one of the base MSI applications is restricting my GPU's capabilities.

My GPU is only running around 40-60 percent usage (Msi Afterburner results) which I believe is the cause of the lack of frames. I'm really not sure if this is a cpu bottleneck, a lack of power, or an application conflict of some kind, but this can't be right, can it? It was a 700 dollar card at the time surely it could run FO4 at ultra... if not then I've definitely learned my lesson. I'm running windows on an hdd and my games off of an ssd, could the conflict be there?


Just hoping some of you had any ideas or feedback.

i dont belive thats the problem right there... i have seen many people posting the same problems with the GTX 980 TI having performance issues...
First of anything... CPU Bottleneck ? with an i7 6700k? NO WAY.
The fix of this:
Force the 980 to Manually use its 100% of capacity...
It is not quite a solution that i actually use to give but it solved everyones problems...
Core Voltage : +87
Power Limit 120%
Temp limit : 91 °C
Core Clock : +106
Memory Cock : +407
Fan speed : MANUAL 100%
- Do only use this profile while gaming.

Again it was only using 40-60 percent. I'm not sure whats really going on at this point I'm thinking its a hardware failure of some kind. It might be time to call MSI.

Uhmm it might sound crazy... But it happends to me when playing shadowverse... Wich is a very light game, it dosent actually force any of my components so my 2 gtx 1080 goes iddle when playing Shadowverse and in the game i only get 30 fps as maximum instead of 60 (cause the game is automatically synched) so i open any other game to run in the background to force my GPU to work. Maybe you can try to open a minor application to see if you can force the GPU to work at 100%

Didn't work sadly. I lowered the settings in FO4 to high with no improvement to frames and the usage dropped to 30-40. Something is telling my GPU (probably the driver) that it's doing enough. Idk what it could be as it's a pretty new computer (less than a month old). I'm going to try to uninstall some of the un-needed MSI utilities as they have caused me a lot of complications so far, maybe the problem lies somewhere in there.

UPDATE: Welp uninstalling some of the MSI utilities did actually help a bit but didn't solve the problem entirely. Im up from 26- 50 frames in downtown to 40+. I'm not quite ready to say solved as GPU usage is still sitting at a now steadier ~45 and frames could improve but at least its playable now.

I don't think my RAM ddr4 is running correctly. I'm not sure if I dual channeled it and honestly I'm not quite sure what dual channeling is. But both sticks run at 2133 Mhz each however task manager is reading as follows:

Speed: 2133 Mhz
Slots used 2 of 4
Form Factor: DIMM
Hardware Reserved 43.3 MB

I'm not sure if its running at half speed or if it just reading out the speed of the type of RAM I have. Could the problem be here or....? They are all DIMM slots however I think that might nullify this issue.
