Does water-cooling my graphics card make me able to overclock to a higher clock?

I have a GTX 1060 and am thinking of water-cooling so that I can get a higher overclock but I'm not sure if lowering the temps works like it does on cpu's and I haven't been able to find any video's or articles about it

Well, in most cases you'd be able to reach higher clock speeds, since the temps are way down compared to air cooling. Although why would you watercool a 1060? Just being curious since I've only seen people watercool higher-end cards like 1080's and titan x's.
Not that I wouldn't watercool my card if I could, just wondering why you whouldn'y rather get a more powerful card for the money you spend on watercooling.
