Overclocking help .

I have the following setup
Cpu: AMD FX 8350 with wraith cooler
Gpu:evga gtx 1060 sc 6gb
Ram: hyper x 1866Mhz 16gb
Mobo: asus m5a78l M plus
Psu: corsair vs 650 watt

I am experiencing bottlenecking so i want to overclock my cpu, anyone please tell me to what extent i can overclock my cpu. At stock speed the temps are around 29-39C

That is a low end motherboard not really made to overclock a 125 Watt processor.
You might be able to push it up just a bit without adding more voltage.
Your temps are wrong that is not your temp under load.

how can a FX 8350 bottleneck a GTX 1060?

4 year old processor that was not good when it was released the single core performance is just bad.

Ok but surely that cpu isn't bottlenecking anything, i can say that fits just perfectly with that gpu. 8 cores, 8 threads, 25 mb cache, 4 ghz unlocked... ok single core performance might not be that good but still holding up and providing i5-6500 beating perdormance at least by 5%, a gtx 1060 wouldn't be bottlenecked even by a FX 6350.

Depends on the game in some a simple i3 beats even the 9590.

absolutely true, btw i'm still pretty sure his rig hasn't any bottleneck, but i'm not a genius, i may be wrong.

No mate not a 3+1 phase board at all.

You're lucky if its not throttling at stock speed in all honesty.
