I have a G1 Sniper B6 MOBO with a Intel Core i7 4790K 4.0GHZ CPU and G.SKILL Ripjaws X Series 2 x 8GB. i want to know how to oc this mobo as much as i can

Motherboard doesnt matter for gpu overclocking. I have used both of those in the past to overclock my Gigabyte 980Ti. Precision will only work on Nvidia cards (iirc), but Afterburner works on AMD and Nvidia cards. Neither will overclock the igpu.

them programs will work on a gigabyte mobo?

its a onboard intel hd graphics 4600
