Where are you located? I assume the US from $, but best to confirm.

What all needs to be included in the budget? OS? Monitor? Keyboard/Mouse/? Headset?

What resolution do you want to play at??

Assuming you need 'the works' (monitor, keyboard/mouse, OS etc) I'd look to something like this for 1080p gaming:

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-6500 3.2GHz Quad-Core Processor ($189.69 @ SuperBiiz)
Motherboard: MSI B150M Pro-VD Micro ATX LGA1151 Motherboard ($57.99 @ SuperBiiz)
Memory: Crucial 16GB (2 x 8GB) DDR4-2133 Memory ($82.99 @ Jet)
Storage: ADATA Premier SP550 240GB 2.5" Solid State Drive ($68.99 @ NCIX US)...

If you have a monitor etc, that frees up a lot of budget to do more, but ^ that'll see you through a few years without needing upgrades (provided you're flexible with settings over time).

If you just need the tower, this'll see you well - including 1440p, and the Mobo/PSU are set up for SLI in future if you wanted to go that route:

Hello Barty, thanks for the quick reply! I am located in the US. I like the current list im not sure if my friend has a monitor and things like that already or not so would you mind making a build that assumes he does. Thank you so much for your help!

The second build is about as good as it gets* with the budget, assuming there's a monitor/keyboard/mouse (but no OS).

You could remove the OS if there's already one that can be transferred, and that'll come in around $1,225.

*Personal preference plays a part in aesthetics etc, but a new i5 + GTX 1070 is a great pairing.
