PC would shut off during gameplay, now the monitor does not receive any signal.

On New Years, I had built a PC. It's running Windows 10 and was running everything Ultra@60fps. Every once in a while during graphics intensive game, it would shut down. I assumed it was the CPU overheating because I didn't have proper fans in my system. Later (I'm on a budget, guys), I stuck a floor fan next to my PC. Anyways, my PC never really shut off during FPS games but seemed to like overheating during 3rd person games (The Witcher, Sleeping Dogs Definitive Edition).
Now here's the fun part. Yesterday I turned on my PC and the display was at a low resolution, which was strange because I had always used the native monitor resolution. In Display Settings, the option to change the resolution was greyed out. Assuming it was an issue with my GPU's drivers, I uninstalled and reinstalled the drivers, and rebooted my PC. Now my monitor displays "No Signal" then goes into sleep when I power on my PC. Keyboard lights up and the CPU and GPU are both receiving power. Any clue towards what's happening?

I was just about to post this, try with another cable. If it was a driver issue only you should be able to take a look at the BIOS.

Sorry if it's a dumb question, but how do I boot into safe mode in Windows 10? In Windows 7 you could press F8, but that doesn't seem to work for me.

I can't see anything or get into my computer, as no signal is going to the display.

I took out and reseated the CMOS battery, nothing. Is there any way to completely restart my PC? I already had everything backed up.

No, nothing at all displays on the monitor, the monitor has stayed in sleep mode. If I turn the monitor on and off, it displays "No Signal". EDIT: The motherboard *is* receiving power, there is no signal going to the monitor, though.
