Slow PC after a factory restore

I was having some minor problems with the performance of my PC, so I decided to factory restore it. When I got it, I was able to run games like Counter Strike Global Offensive at 250 fps+ at 1920x1080 resolution, with max settings, and I was also able to run Rust at medium/high settings.

It has been about 3 weeks since I reset it, and I have noticed the performance is much worse than before, and I'm getting slight input lag and around 30 fps when playing Counter Strike, and Rust is only playable at 1280x720, anything higher and the input lag is too much.

I have tried steps online, like running antivirus, defragging my hard drive, checking if my cpu is overheating (it never goes above 50), and nothing has seemed to work.

Sorry for the long post, but any help is greatly appreciated, as I am running out of things to try.

Well do that step by step:
1. Format
2. Motherboard drivers disk installation (chipset,sound,lan etc.)
3. Graphic driver the one i gave u above

Sorry I don't know what specs you need, so I just put everything:
Intel Core i5-4460 3.2GHz Quad-Core Processor
500W Corsair Builder Series 500CX 80PLUS Bronze Power Supply
Gigabyte Z97 GA-Z97P-D3 ATX Motherboard
16GB (2x16GB) 1600MHz Crucial Ballistix Sport DDR3 Memory - CL9
1TB Seagate Barracude Hard Drive 3.5" SATA III - ST1000DM003
Windows 10 Home 64 bit Operating System

I looked online, and followed steps to update my graphics card driver, but it said, "Windows has determined that the driver software for your device is up to date"

Is formatting the hard drive the same as wiping it?
Also where would I find motherboard drivers

So i should back up anything I need, and after the format install the drivers.

Also is chipset drivers i need for the motherboard?

Also, i was looking on a website on how to format a C drive, and it said:
"Formatting your C drive does not permanently erase the data on the drive"
"If you're trying to format your C drive because you want to replace or reinstall Windows, you do not need to format C ahead of time"

Yes, thats the driver you want to have installed.
By saying format i mean new clean installation of Windows which will erase your data from all your disks :)
Of course you can install new Windows next to the one you already have but thats not what we trying to achieve here.
If you dont have original windows then perform factory reset(again) and treat it as its format.

I did a clean install of windows, and formatted the drives, and now my pc is back to normal.

Ok, so the format did not help.
After testing a lot of different things, i realised that when my left monitor is my primary display, there is no input lag on either monitor. However when my second monitor is my primary monitor, both monitors lag (the right one slightly more than the left one)
