Confusing temps on a 4790k

I have a 4790k on an asus z97 duleux motherboard I am 99% certain that I have installed correctly the h100igtx correctly and corsair link says the pump is running. But the CPU on every core is running under the prime 95 stress test the temps are around 98c and the h100igtx is sitting at about 40c. I have push pull sp120 corsair quiet edition fans on the radiator so 4 in all on a 240 rad and I m using EK ectotherm. Now I thought I just installed the cooler wrong but idle temps are like 30c or less. So what could possibly be going on?

When I upgraded to a 4790k on a MSI Z97 gaming 5 I had a similar issue. Idle temps were ~28C yet hitting 100C while testing or gaming. Mine is cooled by the H110i V2. I had re-seated the cooler over 1/2 a dozen times ensuring I had the right amount of TIM and cleaning it with isopropyl alcohol every single time.

It turned out that the pump block was not fully seated to the CPU even though it felt tight after screwing it on. I should mention that my pump bracket was loose prior to attaching the pump. There was a gap about 2mm between the standoffs and my mobo. I found out what was wrong by pushing on the pump block while P95 was running and my temps would drop to below 70C. I added some rubber washers to the backside to eliminate the gap. After the mod my temps now stay below 70C and I'm running at 4.7Ghz at 1.25V.

What was weird to me was that I didn't have an issue with the bracket being loose on my previous CPU.
