CPU Overheat Shutdown - cool to touch

I helped a friend build a computer and he has had intermittent issues with the computer randomly shutting down. We were able to figure out that the mobo reads the CPU as very hot and shuts down to prevent damage. I thought this was a motherboard problem so we replaced the board. Same issue. He upgraded video cards and PSU so those are new too.

Could the CPU itself be giving false information about its own temperature?
Other ideas what might cause this? Thanks for any help/ideas!

cpu: Fx 6300 3.5 GHz not OC
ram: G. Skill NS Series (2x4gb)
mobo: Asus M5A78L-M
PSU: EVGA 850 80+ Gold
GPU: MSI RX 480 Gaming 8gb

I would start looking at the voltage regulation. That motherboard has issues with them overheating, even more so if the 8000 series is used but it still can cause a shut down.

Also be sure the CPU cooler is properly installed. IF it is not making proper contact with the CPU it can overheat but making the cooler feel cool to the touch. When changing the motherboard did you clean the CPU and heatsink along with reapplying thermal paste?

How would I go about checking voltage? (is that a google-able topic?)

I did clean and reapply thermal paste when changing. We let the system off overnight and attempted a boot in the morning and it shut off before getting to windows. I couldn't explain via text quick enough how he could get into bios to check what temps it is reading.

@elbert, I did clear the cmos, is that the same thing as resetting bios?
I didn't check for bios updates. That is an easy logical step.
 
If the system is not allowing it to go into windows then the issue is either BIOS setting or hardware failure.

Yes clearing the CMOS is the same is resetting the BIOS to default.

When the system was first built, did you do a fresh install of the OS?

Ok. I've adjusted the voltage, underclocking it a bit as well as playing with normal clock voltage. The underclock seemed to work for about 2 weeks but has since begun the same issue. We've cleared the BIOS a few times as well as manual update to the latest.

@bgunner, the OS is a fresh install, yes.

Is it possible for the CPU to be bad or is my friend just unlucky with the same motherboard model failing twice? Would you suggest a new mobo, or just trying a different brand seeing if maybe there is some fringe case compatibility issue?
