Would this wall radiator work for a silent PC build?

Depends on that parts that are in the system. That heatsink only dissipates 425w.
You will also have to worry about if the fittings will work.
I dont know how well that will work in all honesty. Id imagine your system would run hotter than normal. Maybe 80-85c under full load after 30 minutes. I may be wrong though. Ive never personally used a passive system. I have water cooling with a decent amount of rad space but I always have fans spinning at low speed
