GPU fan not increasing while on full load

so i have a AMD R7 370 gaming 4g from MSI and when i do some bench marks my fan barrely engages, but the thing is the temperature are at 64 degrees celsuis max and i don't know if i should do something about that i've heard that if your GPU doesnt reach 70 degrees it completely fine. but i want to hear the fan spinning when i play games so that i am sure its not overheating
i have MSI gaming app but it doesnt really do alot about it and there is also a setting that will overwrite the vga fan control. but i also have MSI afterburner wich i saw the dan curve it's not bad but my fans always are running at idle 47% and i dont want my fan to do that because i want my fans to live at its fullest when i need it. hope you guys help me find a solution for this like a fancurve that when idle the fans dont engage but when it reaches 50 degrees the fan will be at maybe 25 percent it is very strange that the fan didnt engage but it is stil at a optimal ( maybe i dont know the optimal temps) temperature below 70 . thanks for all the help.

Most GPUs are optimized to cut the fans on when it is under load. if the GPU fans aren't spinning, that is fine. However, if you have a long session of gaming check your temps. If they are high and the fans are not spinning, that is a problem. The MSI afterburner should be able to let you tune fan speeds to your preference and even let you manually set up the "If Load % then fan speed %" if you think/know it isn't working. If the fans still don't work after your tweaking, it sounds like either a failing GPU or really bad drivers.
