CPU bottlenecking GPU (GTX 1070/144hz)

I have a GTX 1070, with an FX-8120 @ 3.1GHz, and a Asus VG248 (which runs 144Hz) connected via DVI and I am maxing out at 60 FPS still in games. Is it the cable or the CPU that is bottlenecking me?

Solution
I only said that there is a bottleneck because of what was show from videos by Bitwit and others that I've seen on youtube.com. Even the strongest AMD processor 9590 bottlenecked a 1080 when compared to an i7. I don't recall exactly which i7, but there was obvious bottleneck issues noted. If he is having a strictly refresh rate issue, that's a totally different story and I'll say my piece about the bottleneck and leave. Good luck ericdecker.

Your CPU is going to bottleneck that GPU. Current AMD CPUs are quite weak compared to Intel and tend to bottleneck the heck out of higher end Nvidia GPUs. If you can get your refresh rate squared away, then you should think about upgrading to an Intel i5/i7 or possibly an AMD Ryzen if the benchmarks end up showing as good of performance as they have been claiming.

I tried, but it was not an option.

Also, I just tried a different game and inherently got 120fps. Maybe it's just Rocket League capping the FPS at 60? hehe

That shouldn't be the cause of the bottleneck, and it is most likely that the monitor isn't working at the desired refresh rate. By default all the monitors are set to 60hz by the Nvidia driver, you have to set it to 85, 120 or 144hz by yourself in the Display>change resolution.

Also yes, the game is capped to 60 fps to keep "competitive balance" you can unlock it with some tweaks.

Hm, it is only showing me the 60Hz option - yet I was getting 100+ FPS in a different game.

That is odd, I have that monitor and only a 760 gpu and it allows me to change the refresh rate for the screen. I also use the DVI port.

Try another cable. Dual Link Dvi-D or display port cable. If Nvidia control panel only showing that you can put your refresh rate at 60 Hz, then there is something wrong with the cable most probably.

THIS.
There's some CONFUSION throughout this post though.

1) The native refresh should be 144Hz. You need the correct cable/connection, AND must have 1080p@144Hz setup in the NVidia drivers.

2) FPS output of GPU is not the same as monitor refresh, however if you use VSYNC the GPU will cap at the monitor refresh rate.

So if you get 60FPS max using VSYNC then the monitor refresh is currently set to 60Hz.

*Conversely, if NOT using VSYNC then the GPU creates as many frames as possible. You can create 100FPS but with VSYNC OFF you then get screen tearing because you are showing parts of the output only (the screen if 60Hz is still only updating 60x per second). The purpose of VSYNC is one frame created to match one frame drawn (the drawback is added lag/latency).

3) The CPU will bottleneck the GPU in many games preventing a higher FPS than what the GPU is capable of, however that is again NOT the issue he needs resolved.

Other:
When you sort out the 144Hz issue, you should investigate forcing "HALF" Adaptive VSYNC for some of the games:
a) NCP-> Manage 3d settings-> add game-> ... save
b) verify max 72FPS in game (use FRAPS or similar to show FPS)
c) TWEAK the game settings as high as possible whilst minimizing drops below 72FPS (you'll get screen tear setup like this during drops but it's usually preferable to the STUTTER by dropping below the target using VSYNC).

Other:
Use VSYNC OFF if lag is annoying, AND the screen tear is not. Sometimes the screen tear is almost impossible to see and sometimes it's really bad.

He said that it is only showing the 60Hz option and he is not being able to change the refresh rate. That is why i suggested to change the cable and check.
