Try another cable. Dual Link Dvi-D or display port cable. If Nvidia control panel only showing that you can put your refresh rate at 60 Hz, then there is something wrong with the cable most probably.

There's some CONFUSION throughout this post though.
1) The native refresh should be 144Hz. You need the correct cable/connection, AND must have 1080p@144Hz setup in the NVidia drivers.
2) FPS output of GPU is not the same as monitor refresh, however if you use VSYNC the GPU will cap at the monitor refresh rate.
So if you get 60FPS max using VSYNC then the monitor refresh is currently set to 60Hz.
*Conversely, if NOT using VSYNC then the GPU creates as many frames as possible. You can create 100FPS but with VSYNC OFF you then get screen tearing because you are showing parts of the output only (the screen if 60Hz is still only updating 60x per second). The purpose of VSYNC is one frame created to match one frame drawn (the drawback is added lag/latency).
3) The CPU will bottleneck the GPU in many games preventing a higher FPS than what the GPU is capable of, however that is again NOT the issue he needs resolved.
Other:
When you sort out the 144Hz issue, you should investigate forcing "HALF" Adaptive VSYNC for some of the games:
a) NCP-> Manage 3d settings-> add game-> ... save
b) verify max 72FPS in game (use FRAPS or similar to show FPS)
c) TWEAK the game settings as high as possible whilst minimizing drops below 72FPS (you'll get screen tear setup like this during drops but it's usually preferable to the STUTTER by dropping below the target using VSYNC).
