perhaps you could link the case?
A "fan controller" sounds like it would be something with manual knobs but you didn't link.
I prefer to use the MOTHERBOARD software, and use proper fans (i.e. 4-pin, variable). You can even use a fan-splitter to control two fans per fan header.
Many fans don't need to be controlled. I've discovered usually very little benefit going above 800RPM for most case fans. I setup a profile for my gaming rig for my front and top fans (i7-3770K + GTX1080) but they never spin up above 700RPM so I could have just gone with non-variable, 800RPM fans.
*However, it's hard to give advice because we don't know:
1) motherboard?
2) case?
2) Graphics/CPU/radiator? (why 11 fans?)
