Division Low FPS with low CPU/GPU usage

I'm helping a friend of mine who has the Division and personally I think he should be getting better FPS on his system (trying to get 60 FPS to match HDTV).
(Quick Specs:
AMD 965 BE @3.4ghz
EVO 212
R9 290 4gb
4gb DDR3
Antec 1200W PSU
1080P/60hz HDTV)
So the issue is that he is only getting around 47-50 FPS no matter which preset setting he picks. Normally I'd say the CPU was the culprit however the CPU usage is only around 70% while the GPU is at 64% meaning he should be able to push the system more right? While we've tried different settings we have not tried different resolutions but is it possible that The Division is reading the usages wrong and the CPU is capped? Or would be the RAM be the issue?

CPU bottleneck. Despite showing 70%, the CPU is getting thrashed. I bet if you view individual threads, there will be one core about maxed out and the other 3 just barely doing anything because that's how the game code works on that CPU. 4GB RAM is kind of weak unless you are running Windows XP...

Thanks Supahos, I'll try that as well as taking 8gb memory from my system and put it in his and see if there's any improvement. I could try overclocking the CPU however I don't think the MB will support much, I believe its the Asus M4A79T-Deluxe.

Surprisingly enough the 4gb has been enough at least for him in almost all of the games and programs he uses. He's currently using Win7 64-bit and I've tried to get him to upgrade to 8 or 16 but he's too damn cheap lol. At this point once he starts having issues with the performance I'll have him upgrade to Kaby lake or Ryzen. I appreciate the help/suggestions and will try to make a few more tweaks and possibly overclock to get him as close as possible to 60 FPS.

at stock clocks his CPU is about 85% that of an FX-4300.

His GPU in that game is roughly 70% of a GTX980Ti

So (roughly) he should get 50 to 60FPS at the same settings as the link above (CPU bottleneck doesn't appear severe as the FX-4320 isn't much different so I'd expect closer to 60FPS).

CPU bottleneck makes sense totally as that prevents GPU from running max, but it's also a bit WEIRD that the FX-4320 doesn't show a significant bottleneck compared to faster CPU's (and the GTX980Ti is better so more likely to show a CPU bottleneck vs R9-290).

There are a lot of other factors though.

*Including insufficient DDR3 memory bandwidth?
(may be possibly losing some there if he doesn't have two, identical sticks to run in DUAL CHANNEL mode)

OTHER:
If he's online then the benchmark I linked might not even be comparable. In fact, I've seen many MMO's like Battlefield series show CPU's having minimal bottleneck as they test in SINGLE player or a light map, but the game online does cause more CPU bottleneck than suggested.

I'm going to overclock his 965 this Thursday and hopefully it will make a noticeable difference. Looking at reviews I think I should be able to get around 3.8 or possibly 4.0 if I adjust the case fans a bit higher (Antec 900) and bust out the zip ties to clean up the cables a bit. I will also replace the thermal paste as its probably a couple years old with MX4. I'm also going to give him 2x4gb of my Gskill Sniper memory if that will help.

I will update ASAP and let you guys know how it went once everything has been tested.
