Computer turns on then off instantly when the cpu is attached

The mobo and the psu is brand new, but the cpu isn't. I'm fairly sure that the psu can out put enough to runs the system.(650w for i7 4770 and r9 380)

When the CPU is mounted, pressing the power button will turn on the fans for a very brief moment, and then off. Running the system without the CPU and CPU fans will have the case fans running continuously. Add or removing the ram or the graphics card doesn't seem to make a difference.
Is this a case of a damaged CPU?

Any help would be greatly appreciated, thanks in advance.

Please check your power supply. Change the power supply because it is the power supply problem not CPU. Some wire of your power supply didnot function. Violet and green color only show you the volt and the rest didnot.

I've tried the power supply with a old motherboard, it seems to be doing what it should be doing. I'll try to get a multimeter tomorrow...

By any chance could it be a dead ram? I bought a new motherboard and psu just to test if the CPU,is dead or not, so I'm fairly certain that they are fine. If else, should I just conclude that it is a damaged CPU?
