SLI signal output issue

I am facing an issue with multiple GPU configuration where the initial boot screen signal output only comes out of GPU 1 and the Windows login screen signal only comes out of GPU 2. The problem is that I only have one monitor connected! so I literally manually switch between the two if I need to access the boot screen or I keep the DVI connection plugged into GPU 2 if I'm accessing Windows directly.
Any help is really appreciated!

Thanks for the reply, I already have the monitor connected to the top card, however, when I get to the Windows login screen, the top card stops outputting any signal to the monitor and the second card starts outputting a signal. That is my problem.

I already have checked the bios, there is no option to choose a primary or secondary card, I even checked in my motherboard manual, nothing there as well.

It's worth noting that everything was working fine until I added a new hard drive to my build and I first started encountering this issue when I booted the PC for the first time after the new device installation as I plugged the DVI cable into the second graphics card by mistake. When I took note I moved the DVI cable back to the first card but there was no signal, when I rebooted I started having the issue.
