Upgrade graphic card but low fps?

I have a cpu : Amd A-10 7800
PSU: 700w
Ram: 3 DDR3 For a total of 12gb
I upgrade the graphic card from none (dont ask) to r9 380 but i hit only 30-35 fps on GTA V . Sometime even 27. On csgo cant go over 100.

I sow a lot of people doing the a-10 7800&r9 380 but somehow i get lower fps then them.
Can i overclock somehow the cpu or shall i get another cpu? If yes which one under 100$? xD

There is no upgrade worth getting for the A10 CPU without changing to an Intel platform. That is about a $200 investment for an i3-6100 and motherboard and another $50 for RAM unless you get a last generation 1150 socket and CPU that can use your DDR3.
