What software do i have to install in order to code for Windows Phone 8.1?

Hello,
I've been interested on Windows Phone 8.1 coding, but i always struggle to find the right software to code for it.
I believe it's Visual Studio, but i don't know the exact version.
Any help would be appreciated. I've been struggling for almost two months now.

For Windows Phone 8, Visual Studio 2013 and up will do. I would, however, recommend to target Windows Phone 10, which is supported by Visual Studio 15. You can download "community" edition for free off http://visualstudio.com

Having relatively good development workstation - modern 64-bit CPU with VT-d support, at least 8GB RAM, plenty of disk storage, good monitor (I'm not talking about GPU), keyboard, mouse sure will help.

I plan on using Visual Studio 2013 because my phone is a Windows Phone 8.1 device, but will 2GB of RAM, 32-bit processor and a TV as a monitor do the job?
