Monitor doesn't respond to new graphics card

I took out my old HD 7750 and put in the rx 460 that requires no pin connectors. Since i dont have the proper DVI cable i used an adapter from VGA to Display port. I start up the computer, the fans are spinning but the monitor doesn't react to it.

Now I've been told it's because my PSU is too weak. It is a 550W that is made in china so probably that's it.

For now I put back the HD 7750. Is it for sure the PSU problem?
If I were to change the PSU, would this one do it?

The 460 should be able to run on even a cheap 550 watt PSU unless it's so bad as to not even be able to output close to it's rating.

First thing you need to do is test the card with a real cable connection, not an adapter. If that does not work, then you can replace the power supply. Also doing a BIOS update on the motherboard may help.

About getting that LC Power one, no don't get that, it's a low quality brand. For a cheaper but good unit, Seasonic S12II are good. This is under $45 http://www.newegg.com/Product/Product.aspx?item=N82E16817151074 and is plenty to power an RX 460 card.
