So I sometimes to gamestreams, but lately the games I have been wanting to play require more horsepower to be streamed then my core i3 pc has. My monitor is 1440x900 (75hz) but my capture card only takes 1280x720 (60hz). I have a black magic intensity shuttle that I can use on my core i5 laptop. I was wondering if there is a device with a passthrough that could take my monitor resoulution and refresh rate (1440x900 (75hz)) and take it so my capture card can understand it 1280x720 (60hz). It can either VGA or HDMI. Thanks!

That's true, but I actually just found my own solution.
Step 1: Extend your desktop to give the capture card its own 'monitor'.
Step 2: Add your game to OBS (On the computer being captured) and move the OBS window over to the capture card monitor.
Step 3: Disable encoding while previewing
Step 4: Preview your stream.
Step 5: Toggle full screen monitoring on OBS.
Now you have your capture card on its own monitor capturing a duplicate of your game without putting encoding on your computer that is being captured.
