*EDIT: im using a wifi usb adapter currently**
Hi! So basically I have extremely bad/inconsistent ping on my pc which is upstairs from my router, I have no way of moving my router or going wired. But my ping will go from 30-40ms to 4,000+. My options available are a wifi range extender then connecting the ethernet from that to my PC or getting a PC wifi card. Any help will be appreciated! :)

Here is an article from Tom's that explains powerline networking -- http://www.tomshardware.com/reviews/network-switch-guide,4047.html

The latest standards (fastest and most reliable) are AV2 MIMO . If you search for hardware those are the terms to use.
