I'm trying to build a new PC with water cooling but, I'm very new to water cooling and don't know what to get can someone help me, please. I have not yet built my system but, I have a budget for 2,000 budget for everything all together if someone could help me it would be much appreciated. I would use my computer to play games at full HD resolution and at least at 60 fps although I have a 144hz monitor. I want the loop for aesthetic and I also render video so if I could have x99 motherboard that would be great. I have no problem with refurbished or engineering samples.

Solution
If you are spending $2000 on entire system(including custom water cooling loop) it is not gonna happen. You will not get high spec build or a good custom loop. Compromising either way is not recommended. I would say get a solid build for now and upgrade to water-cooling in future.

I dunno almost anyone who builds a loop anymore. most people just buy a sealed system and call it a day. I know it's not aesthetically pleasing though, just a bunch of black tubes. maybe you could just replace the tubes with clear and add UV dye to the coolant. voids any warranty though.

That's interesting I don't think I've ever seen that done.

Because opening a CLC and replacing components is a horrible idea.

If you want to go water cooling, but have never had any venture into it, look into something like the EKWB Predator series, or something like the Swiftech H240x2 (expandable, open loop coolers).

Generally though, the money from water cooling is much better spent on the actual components themselves.

I'd rather have a loop then better parts. (I'm an IDIOT)

Not sure what your questions are but I learned quite a bit by building my own full copper loop. It all comes down to how much labor and money you want to put into it. I purchased an ASROCK X99 board as it has capabilities for upgrades if I want to spend the money down the road. Plus it has some sort of multiplexing on the board chipset that can draw from two sets of SLI GPUs giving you a full X16 SLI setup...with the correct number lanes on the available CPU. I guess the best way to help is do you have specific hardware questions?
Being new to water cooling a sealed setup may be the best way to go in getting to understand what goes into a water cooled system. I researched it for about 3 months before I went all in and a custom loop
