Low Fps on AAA Titles with STRIX RX480 8GB

I have been having problems with my new RX 480 and was wondering why. With my old card, I could run GTA 5 on low settings with about 30 fps. It is the exact same with my new card. Other games, such as Arma 3, I get about the same 30 fps on minimalistic settings.

Specs:
CPU: AMD FX-8150 Eight-Core Processor
RAM: Corsair Vengeance 8gb (2x4GB) DDR3 1600
GPU: STRIX RX480 8GB


From what I read, I should be able to run such games at high settings with 60+ fps.
 
Solution
First thing to do is to download DDU. Use this software to completely remove your old graphics card's drivers. Follow the steps that the software states and after you uninstall your old drivers, go to amd's website and download the latest drivers for your Gpu.

Solution
As I understand it, both games you've mentioned are CPU bound games. They rely on the CPU more rather than the graphics card. And since fps is usually the factor to determine fps you may not see any significant change.

Depending on your old graphics card you should be able to choose higher graphical detail options. Do try what the others suggested just in case it is a case of bad drivers. Basically it's a clean installation of drivers being suggested.
