The most obvious answer would be that every location will yield different WiFi results, and to further complicate this, every piece of equipment will yield different results in the same location, however some will be close enough that the difference is irrelevant, such as the same make / model of adapter should yield essentially the same results given the same circumstances.

Since you know you have a good USB adapter that you claim is achieving 270 - 300 Mbps, my advice is to take the known good, working adapter and attach it in place of the new adapter that is giving the unsatisfactory results. If you get good results, get another adapter like the one that works. If you get the same bad results, it's your location. You can adjust your...

Crap hardware, bad driver? Could be a number of things. does distance to wireless access point make any difference. If i had to guess being an ebay part you got a substandard piece of gear but since I have zero experience with your exact USB wifi adapter I can't say for certain.

You can adjust your receiving antennas orientation, your router's orientation, remove impediments to signal, move the device needing WiFi to a location that works better, or find a better method than wireless such as Power Line Ethernet adapters or just a long Ethernet cable.
