Manual overclock vs Intel turbo boost

Hi!
So I don't really even have a processor with Intel Turbo Boost tech but I'd like to know what's the difference between turbo boost vs ocing, let's take an unlocked intel processor:
So what's the difference? I know you can go further in manual OC'ing but does Intel keep the turbo at a place where the temperatures are safe or what?

turbo balances temp and speed, typically accounting for the load per core, and keeps the processor within pre-defined limits.

The top of turbo is a good place to start OC on all cores. i.e. if turbo lets one core go to 4Ghz, then the start position for an OC is all 4 at 4.0 as all 4 cores are evidently capable, then you check what the temps are at this point.
