GTX 970 Strix 4GB Frame rate issues in games! [Help]

So... Ive just bought a steering wheel to play F1 2016 and I installed the game yesterday and when i go to play it with the graphics on high, i get like 30fps and lower?

My Rig:
i7 5820k 6 Core, 12 Threads, OC to 3.9 gHz
H80i V2 Cooler
16GB Corsair LPX 3000 mHz ram quad channel
Asus X99 ROG motherboard
GTX 970 Strix
27inch 1080p samsung motitor 60 Hz
Windows 10 Pro X64

So yeah, the PC is more than capable as i use it for rendering and game design soi dont understand why i have to put the settings on low just to get 60fps @ 1080p (even dips to like 40 now and then on low -_-). all other games like GTA V and Dirt Rally, Call of Duty Infinite Warefare and Black Ops 3 are fine and 60 stable with no effort?

Sorted it, My GPU was fine, when under load, it only hit like 45-50 in temprature, it was the cpu im guessing because i checked for updates using this software i use and it came up with quite a few updates for my CPU so i did them and F1 is solid 60 on high and GTA V is solid 60 :) i literally installed windows 10 yesterday so it must of ben driver issues

Am not so sure you should expect 60fps+ with a 970 on that game. I'd be surprised myself. The 970 is finding it hard to keep up with more modern games these days. I know because I had one. Check this..

You should get more than that on GTA V i have to admit.

Have you checked the GPU usage? Is it hitting 100%? Any throttling because of high temps? Drivers installed? Performance power mode on?

Lowering AA level may help if you have it up high.
