Why am I getting lag in this game?

Hi :D
My problem is that i have an i5-3570 + strix gtx950 + 12gb ddr3 and the Borderlands Pre Sequel and it should be ultra graphic with 4k but its laggin at medium in 1080p and that make me angry :))

also read after this and others have that problem too someone had more powerfull pc and still laggin etc and someone had lower pc then mine and the game runs much better so thats make me confuse

also i have a laptop and the game runs so much better
