Computer Turns Off After Turning On, Then Turns On Again

Hello, I just recently assembled a new PC. Everytime I turn it on, I see the graphics card and the cooling system light up, then after a few seconds it turns off; after being off for at max 2 seconds, it turns on again! Is something wrong with my power supply (or other parts) or is this occasion normal? Here are my PC specs:

Motherboard: Gigabyte Z-170X UD3
Processor: i5-6600K (Base clock)
CPU Cooler: ID Frostflow 240L
Graphics Card: Palit GTX 1060 6GB
Hard drive 1: 250 GB Hitachi
Hard drive 2: 1 TB WD Blue
SSD: 250 GB Samsung 850 EVO M.2
Power Supply: Seasonic 620W Bronze (WITH BUILT-IN ON/OFF SWITCH)

P.S.: The PC (or power supply) isn't directly connected to the wall outlet, it is connected to a computer AVR (the monitor is plugged in the AVR as well). And on a side note, I only turn off the AVR switch and not the power supply switch.

Did your computer only do this on first initial boot? Does it boot normally after the first initial boot? If so, the motherboard configures itself on first initial boot and should be deemed as normal behavior.

Start by removing the AVR if at all possible and use a direct power source; an outlet.

Just to eliminate the possibility.

Do you hear any beeps or see error codes during the on/off/on cycle?

Any jumper pins on the drives? If so, check the configuration selection(s). Easy to overlook some requirement there.

You might look into the computer's Event Viewer logs to see what errors or information is being logged. Should be something there - especially with starting and stopping.

Then disconnect the hard drives and boot with only the SSD (boot disk I trust) and see if the problem reoccurs. Add back the HDD's one at a time. Change the add-back order.

The objective is to be able to duplicate the problem at will. Works versus does not work. That will narrow down the cause.

Well the boot up is normal, 1 short beep; I tried to switch off the PSU before turning on the AVR (and then I'll switch on the PSU again), when I turned on the PC, still the same problem. I'll try removing the 2 HDD's later when I get home. I'll also try removing the AVR, (but I only have 1 socket (2 plugs) in my room tho and the AVR is powering the monitor and PC; the other socket is powering an extension cord with a WiFi router and an electric fan - yes I'm from a tropical country)

It only shuts off once I turn on my PC (whether I left the PC plugged in the wall socket or not), restarting the PC does not bring up this problem. I also kinda agree with you that I directly plug my PC from the outlet, but the reason I'm plugging my PC to the AVR is to prevent power surges, unless the PSU comes with one - does it? Thanks

Define "Initial Boot?" If you mean everytime I plug it in from the socket then turn it on, then yes. Restart, hibernate, and sleep does not create this problem. But when it previously shut down then I turn it back on again, that is also a cause of the problem.
