A. You can install an OS w/o a DVD player

1. Prepare for Windows installation with USB tool
https://www.microsoft.com/en-us/download/windows-usb-dvd-download-tool

2. Connect boot drive data cable to lowest numbered SATA port .... but don't connect:
-Ethernet cable
-SATA Data Cable for any other drives

3. Install Windows to boot drive

4. Turn off Windows ability to install Hardware drivers
http://www.tenforums.com/tutorials/8013-windows-update-
http://www.sevenforums.com/tutorials/82137-drivers-turn-off-automatic-driver-installation.html

5. Install all hardware drivers from original media in boxes See Item 7 below

6. Connect ethernet cable and run Windows Update till it stops doing anything

7. Install latest drivers for ALL hardware from manufacturers web sites. The reason we didn't do this in step 5 is 3 fold:
-Sometimes MoBo CD comes with licensed utilities with product key embedded and these are not on web site versions
-Its advisable to establish a working out of box conditions
-Sometimes newer drivers require latest Windows Updates

If you have a 2nd drive ....

8. Shut down and connect HD data cable to 2nd lowest numbered SATA port.

9. Boot to BIOS and make sure that SSD is the 1st boot device, if not fix it

10. Boot to Windows

B. Nothing in your case warrants adding a bunch of fans

C. I didn't see any other questions so if there's something else please advise.

What other components do you already own from your previus PC besides the Case? You could reuse the the HDD and maybe something else to keep your cost down or get a better PC. Also you dont have to buy Windows 10 again if you have a Retail version, im not sure if you can transfer windows with an OEM version. To be frank the PC you put together is kinda garbage, you can do better at the price.

Im just going ot go ahead and assume you have a HDD remaining from your previuos PC, so i added an SSD rather than a HDD in the build.

http://www.newegg.com/Product/Product.aspx?Item=N82E16814162061 that's my sad card I have right now surprised not oc still runs games at like 30 fps some times 20 on low to med low I don't have the name to mobo on newegg for 2$ cant find it not even worth looking for a had Kingston 6gig ram each stick had 2 gig and my case is not available but this case I put in my first description is my gaming case I just bought is brand new sitting in a box needing a pc

As far as the build goes ... you did the best you could with the budget you had. Any recommendations I'd make would be with regard to what could you improve here with regard to what might be transferable to a future build as the MoBpo / CPU would have to go as with the RAM as DDr3 won't be viable when you do the next build. In that vein ...

a) a 650 watter high quality PSU would handle anything up to a 1080 Ti. can't go wrong with this 650 watter... one of the best units available at crazy $65 price, costing you just $25. Yes it hits ya budget but it will be $40 ya don't throw away on next build

b) That HD is one of the slowest available. $27 would get you the fastest available and it includes a built in SSD. Outside of benchmarks, you'd have a real hard time seeing the difference and I have 10 users that will tell you that you can't (they took part in a blind test) ... Boot time on Samsung pro SSD = 15.6 seconds / SSHD = 16.5 secs. Again $27 more of a hit on ya budget but 2.5 times faster in gaming than what is selected

https://pcpartpicker.com/product/ftPfrH/seagate-internal-hard-drive-st1000dx001

I would echo Trafs suggestions on an Intel based build but... wish ya had the budget to move up to an i5

Never install single sticks of RAM ... Dual channel RAM should always be installed in pairs. Grab 2 x 4 GB and this comes w/ heatsinks, 2 sticks and has waaay better CAS timings for just $3 more

I actually went on game debate one of games recommends over 16 gig of ram????? why is gaming so expensive also why I'm getting back in pc is the console gaming is just screwed I own right now a 360 a day one xbox and now the s the s is completely garbage it crashes it freezes and lags so bad I click on something my xbox takes no joke 5 mins just respond then I said I'm done I'm going to a system I know love and can enjoy and not lose my mind on the crashes and freezing but off topic I want a gaming pc at least 420$ because I just burned almost 500$ on this so called the future of gaming the main reason I got it was I cant just break my bank and go here and say here is 1650$ for a pc give me I need cheapish like 480$ really pushes my budget so I cant use intel way too expensive I love intel used it all my life but I need more cores than dual I want to play beam.ng drive and subnautica also this is hard to decide which is more important cpu or gpu for gaming I don't really care too much about looks more gameplay but I want a prettish look idk how to describe it like med kinda?

oh trust me I know my old pc is completely use less but can you explain how my chosen processor with 4 more cores and .1 extra ghz is better not trying to be snobby smart but I thought cores and ghz were main keys like example
Minimum:
Processor: Intel Core2 Duo 2.0 GHz (or AMD equivalent)

Memory: 4 GB RAM

Graphics: NVIDIA GeForce 8800GT / ATI Radeon HD 3870 / Intel HD Graphics 4000

Storage: 1 GB available space

Sound Card: DirectX® compatible on-board

Additional Notes: Steam connection required to play the game

Recommended:
Processor: Intel Quad Core i5 @ 2.5 GHz (or AMD equivalent)

Memory: 4 GB RAM

Graphics: NVIDIA GeForce GTX 460 / AMD Radeon HD 7800 series

Storage: 1 GB available space
like it sits there and says what ghz it needs I'm sorry I guess I really don't understand processors I thought the more ghz the faster it is and the more cores you have the more you can do at once???? idk because I'm like so confused also that old gaming pc I never really built I bought form my gaming friend from 2007 for 300$ but once and a while he would say tune up tine pull up and slap new hard war in every few months real cool guy don't really talk no more so all this modification and oc was not me I just used it that was it I'm trying to learn to instead to just operate learn how its created and how to get things working I know like adept to apprentice hardware knowledge but I need help on a the whole pc idea because I can't trust no pc builder because one guy blew up my vista and said he oc my poor I 3 to 4.4ghz I'm like I DIDNT WANT OC I WANTED A REPLACE PRCCESSOR and every ones like oh amd is the way oh intel the way oh no no get refurbished no no no build it your self no no buy one like its like what the h*** do I do who do I listen to every ones saying something different its like do I just yolo and do it my self and explode my processor in my face because ive seen my friends no joke hospitalized for a processor fragment going into him because he apparently said there was a trick to make you 50$ granny computer gaming rig and he said it was oc in aware of the dangers and oc his duo regular basic cooling to 4.4ghz and exploded it on his bench I'm sorry this is long I just don't know what to do
