The AMP! has higher clockspeeds so if you aren't overclocking will perform slightly better than the mini out of the box. You may see at most 5fps difference between the two. The AMP! is also more overclockable but like you say, you aren't interested in that. It's...

The difference is amount of cooling available, which determines how high of a clock speed the card can push. The version with more fans is better performing, but also will typically cost more/take up more room in the case. If you don't have a large PC case, this can be an issue.

The actual performance difference is typically somewhere in the range of 5%

But I'm not gonna overclock or anything, so Will the card with a single fan perform the same as the one with dual fans? Except for the cooling aspect?

Third party cards come pre-clocked. They are tuned higher than standard based off what their cooling design allows. So this is the difference straight out of the box. These are "safe" overclocks that manufacturers can reasonably set given the fact that some people live in warm climates or have poor airflow for their case.

And the CX 430 is not a great quality PSU but it'll be fine yes. It wont last as long as a better model tho.

That power supply is perfectly fine. It can handle more than this card would require.

There is a price difference of Rs.5000/- ($70) Is it really worth paying that much for a 5% increase in performance?

In my opinion? No. Always buy the most affordable model of a specific GPU. The AMP! edition and similar concepts of maximum overclocking cost so much more than the base model that you might as well save a bit more and buy the base model of the next tier up (27,000 for an nvidia gtx 1070).

Only when you get to the top of the line do you start looking at those overclocking numbers and considering how much that impacts your performance.

no not in my opinion. A 1070 is pretty much a 1070. They are all based on the same reference card.
