Case fan won't work

I recently built a PC and everything but the rear case fan works. The front case fan works, but the rear one sometimes does and sometimes doesn't on startup. I can see it move slightly every time, but it often doesn't start up. What could be the reason for this? The case is  DIYPC Cuboid-R Black.
 
Solution
You said the front case fan works. Use that one to test with.
Unplug / detach the front case fan and plug it into the slot where the rear case fan is. do the same, and plug the rear case fan into the header for the front case fan.

you may not be able to fit the fans into your case while testing, but you can plug them into the motherboard and verify they spin as expected when you turn on your PC.

If you swap fans and they both power up, then both the fans and your motherboard are working. so re-check all your connections.

if the rear fan still does not work after swapping , then the problem is with your motherboard.
If the rear fan works and the front fan doesnt work after swapping then the problem is with the fan.

Check if something is physically blocking the fan.
Where is the fan plugged into? It should be plugged into a connector on your motherboard.

Swap the fan with one that does work. that will tell you if its the fan itself or the fan connector. Then replace whichever one is bad.

It is plugged into the mobo connector. And thanks for the help, but I don't really have any other fan I can connect it to.
