Dell Optiplex 390 has a power button yellow flashing light

I've tried using 1 stick of RAM I even tried the new "fix" by holding the power button and stuff
I tried taking out the battery and reset CMOS. I tried booting with no video card.

Is it the motherboard or power supply or CPU. Ive tried almost everything! The PC doesn't even boot on my sceptre monitor it says no signal when using HDMI or vga. My birthday is tomorrow and I want to get either a new mother board or power supply.
Also there is a orange light on the motherboard. Yesterday the fans were spinning on the power supply and GPU..There is one fan that doesn't spin at all. Which component is the problem? Please help

OMFG I fixed it I just unplugged everything from the motherboard except 24 pin connector and I took out the battery. Then I reconnected everything ..Fell asleep then woke up. Then sent the power supply voltage to 115.
And it's now a blue button and working perfectly! BASICALLY ALK YOU HAVE TO DO IS TAKE OUT THE CPU THEN PUT IT BACK IN AND RECONNECT EVERYTHING! OMG! YES! SOO HAPPY
