Monitor won't display when graphics card is installed. (Computer is on)

I recently bought a second hand R9 280x Gigabyte GV-R928XOC-3GB REV:1, and when isntalled my monitor fails to display any picture/turn on. I've tried it in two different systems, I can provide specs, and they each have identical symptoms. No monitor display when the graphics card is in, they can run on integrated and different GPU.
 
Solution
I am not really expert in GPU's, but if the screen is black in both cases I suspect that it is broken;
Try other monitor aswell.
Wait for some more answers just to be sure that it's for sure broken.

It was set to use PCI, changed it to on board to see if it would do anything and same result. Monitor still fails to display even when I switch the cords from the graphics card to motherboard and vice versa.

No, it was shipped. No possible way to fix It? Or else I'm going to see the terms and conditions of the used store/seller I bought it off.

Are you sure you conected the extra power conectors? This ones

Yup, I've done it a multitude of times so I don't think the cables are improperly connected into the graphics card. Could it be an issue with the 14 pin connector on the graphics card?
