Case fans run at 100% when computer turns on

So I recently bought a new fan controller, because my old one was worn out and malfunctioning. But now every time I turn on my computer from a shut down, all the fans run at 100% for about 30 seconds. (until the OS loads) my case fans aren't exactly quiet on low, but on full blast they sound like they're hitting mock 1. So I was just wondering, why is this happening? My old fan controller never did anything like this, and fan controllers aren't tied to the OS, so why does it stop doing it after booting?

Nope. And the only things its connected to is the fans and 2 molex connectors. So it really can't be tied to the os.

So I've discovered something.. So it actually doesn't stop doing it when the OS boots, it just it for about 30 seconds for no reason on startup. I've come to the conclusion that this fan controller just sucks.
