How to organize workplace network?

I have been tasked with organizing our networks at work. We have 2 modems that have the same ip address that are hooked up to a switch. There is around 7 computers in the building, currently some are wireless and some are connected via ethernet. We would like to install a server for pictures and such. The goal would be to be able to see the server from the internet and have the internet work so the modems work with each other. Such as walking across the place and seamlessly switching internets? Also I don't know what to do with the switch. Do the modems both plug into it? Do the modems plug into each other? And how does it keep the place more organized. If you could help me that would be fantastic.

Lets just say at your skill level what you are asking for is not possible.

Maybe you could get the server shared across networks. Running multiple ISP is massively complex with consumer grade equipment. Then you want to expose this server to the internet...and you have 2 of them. Then to finish this off you want seamless roaming between internet providers which is almost impossible.

Best bet is to hook the networks together and only have a single internet connection.
