Just to emphasize what needs4speeds has said, check your temps with HWMonitor or Speedfan. A game slowing down after several minutes sounds like a classic case of overheating. Determine whether your CPU or GPU is overheating, or both. Clean out the dust in your case and/or video card. If that doesn't work you may have to invest in a few fans, reapply thermal paste or get a whole new cooling solution.

Heyo Tech_9

I haven't really played GTA V, but my best guess would be that you're hitting some kind of limitation in your build. Maybe you don't have enough RAM and therefore it starts to lag. Maybe it's because of your 2GB vram on the 760, which is causing the lag.
I can't quite say, since I haven't really played or seen much GTA V.
If it isn't any of the above, check for the temps. It might be a heat problem.

Good luck identifying the problem!

I would up your RAM to 8GB or more, as GTA V will take advantage of that. Also maybe get GPU with more than 2GB on it as well.

Try running the game on its lowest settings and see if you can reproduce the issue. If not, step up the settings and do it again.

More RAM. GTA V is a big game and needs the resources. You may have upgraded CPU and GPU, but 4GB RAM is a bare minimum for this game, and subsequent patches may make it more RAM intensive.

Make sure all of your drivers are up to date as well if you have not already.

Set windows to manually have something like 16GB of virtual memory. If you leave it on auto, windows will only set up about 1.5gb as default.

-Check for overheating. Clean your cpu cooler. Your cpu paste could have dried out. Take the cpu cooler off. Get a pair of gloves, remix the paste.
Add some new paste if you have some and remix it or if you have enough clean it off with some tissue and put new stuff on.

I would really emphasize making sure you have plenty of extra drive space left on whatever drives are present. Virtual memory may help performance to a certain extent but its harder on games because it is hamstrung by the read/write performance of the drive. Expanding the physical RAM will give him better overall performance and a bit of future proofing since he just upgraded his CPU and GPU.
