Having massive FPS drops randomly in CS:GO

I have had some really weird fps drops lately, after i changed GPU.
I play at about 220 fps, but I can suddenly go down to 60, which really messes up my gaming experience.
Same happens when playing Rocket League, but only in the start.
No idea what to do, I have installed the newest drivers to everything, I've tried all the normal s¤¤t, even reinstalling the game...

And I have validated cache... yes...

i'm honestly just kidding, but if a mod sees that they'll say something to you about it.

anyways, what GPU did you change from? did you make sure to completely wipe the drivers from the old GPU before installing the new stuff?
