I have a gaming setup with decent specs, I just got a brand new GPU and it hasn't made a difference to my current fps. Can anybody help me?

Your new GPU is actually worse than your old GPU.
You don't have a GPU at all.
You don't have the monitor plugged into the GPU.
Your computer is a potato.

These are all distinct possibilities because you have not given us a single detail to go off of.

We need the full specs of your PC before and after the upgrade. The game you are talking about would be good to know too.

CPU- AMD FX4350
Motherboard- MSI Gaming 970
GPU- Nvidia GeForce GTX 960 (a gts 250 before upgrade)
Hard Drives- Hitatchi 250gb (Windows Allocated)
WDC WD80 1tb
RAM: 16GB
PSU: Corsair CX500

My fps can literally fluctuate from 80fps to 10fps. This happens to all the games I play, i.e CSGO, League of Legends, Dishonored, Dirty Bomb, Borderlands 2 and I basically cannot run Overwatch. All these games are currently on the lowest graphics quality.

Sounds like your monitor isn't plugged into your graphics card.

Is your monitor plugged into the motherboard or the graphics card?

you ABSOLUTELY need to uninstall the old drivers. Not only that, but just a regular old uninstall isn't good enough.

http://www.guru3d.com/files-get/display-driver-uninstaller-download,20.html

Here is the one everyone uses, download that, uninstall your display drivers completely, all of them, everything DDU shows - get rid of it.
THEN download and install your new drivers.

That is going to fix your problem for sure.
