R9 290x and R9 290 crossfire- worse performanced than single card- tried everything!

Hello! I have been looking everywhere for a solution to this problem and still cant get my performance up after attempting to crossfire these two cards.

specs first
i7-6700k oc'd 4.5 with Corsair h110
32 gigs (4x8) TeamDark DDR4 2400mhz ram
MSI Z170a Tomahawk AC mobo
EVGA 850BQ Semi-modular psu
1x powercolor r9 290x 4gb with reference cooler
1x gigabyte r9 290 4gb with reference cooler

after installing, radeon settings recognized two card and automatically enabled crossfire. first attempt with BF1 had extermely choppy play and about 40-60fps, much lower than single card.
After checking the cpuid, i noticed the mhz and clock speed of second card is 300mhz and 150mhz.
I read online that there are more stable older drivers for this. I used DDU to uninstall and put the better, older radeon driver pre-wattman.

Now, both cards are recognized for the respective clock speeds. Open up BF1 and Doom- same, choppy low frame game play.

I understand my board is 16x and 4x for pci slots- some say this only degrades performance about 15%-

The second 290 was basically free, so please save the ear beating about the negatives of crossfire...

Where is my system breaking down here?

each card, independently will get about 85-90 in bf1 on ultra.

with crossfire enabled, 40-60...

should be noted i have a 144hz freesync monitor, and a second 1080p lcd. I have also tried disconnecting them and running separate.

I downloaded firestrike too..
8500 with crossfire enabled... about 4500 on single card...

please help!
