Is My CPU Overclocked?

A few months back I had a overheating problem with my i7-4790K, it had the factory fan which I read should be able to handle a unclocked CPU, so I assumed it was broken, but checked and it wasn't. I redid the thermal paste and all, still overheated.
So, I bought a new fan.

Now, just like an hour ago I realized that my CPU clock speed, was sometimes changing from around 1, to up to 4.5GHz.
I knew that Intel SpeedBoost (I think that's what it's called) lowers the clock speed when it's not needed, but as far as I know it should not exceed the max clock set in BIOS?

And I have not overclocked it, so how come it does go above 4.0GHz (which is the default clock speed) ? :eek:

CMOS? And I don't want to unclock it IF it is clocked, I'd just want to know if it actually is because that would explain why it kept overheating before. :p

then you'll need to go into your bios and check the CPU multiplier. if its overclocked, then, well, it's overclocked. otherwise, just reset your BIOS to default and that'll fix your problem

Is there no other way to see clock speed without using BIOS? I'm good at messing things up, and it would be quite a expensive mess up too lol

The CPU has a turbo function (as many do) that can boost it up to 4.4ghz, thats probably what you are seeing.

Nope, I have no idea what it's at. I thought it was at 4.0 but now I'm not sure anymore >.>

The core speed value changes from under 1 GHz to over 4.4, however in the specification field it says @ 4.00GHz, which one is to be trusted?
