Can a AM3+ 760 GA 78-LMT Motherboard support a fx8320 processor and a gtx 960 gpu?

Boards with that chipset tend to do a very poor job with 125W CPUs. You're going to want one of a few of the better 970s or a 990FX.

No. You would need the FX-8320e which is the 95w version. I don't know if its produced anymore and not very common.
Honestly if you have a system with that board already your next upgrade shuld be to a new motherboard and CPU. FX is dead and an 8320e is not a huge upgrade. Not worth it.

The GTX 960 is faster than the RX 460 by a decent amount. The FX-6300 rig should put up better FPS numbers overall, however it may struggle to be smooth against the i3 rig in some games that are CPU bound.
