Well, I mean, a new power supply and fan isn't really going to make a difference in performance. You only need a new psu if it doesn't have enough watts. You only need better cooling if you can't keep your crap cool enough. I would upgrade to at least a 980ti, and maybe later on get a better cpu, although if you are willing to pay for it you should get an i5 or better (which also requires a new motherboard that supports it).

well I need a new PSU but I think the PC it self is dead I mean the AM3+ platform is like 5 years old, Plus with all the new stuff coming out not like I can afford it.

Are you planning on overclocking your fx 4350? I don't see the point in spending $100 on a liquid cooler unless you want to overclock higher but your temps aren't allowing you
.
The power supply really depends what you have right now. I don't see it in the original post.

Spend that money on a new CPU instead. That is really the weakest part in your system. Save up and see how AMD Ryzen goes and just go for Intel Kaby Lake/Skylake. You could reuse some of the parts (power supply, graphics card and case).

The GTX 960 is still decent for current games and should be holding you back.

PSU I have now is a Coolmax 500 watt I do believe. So should I just wait for the new stuff to come out instead of wasting money now?

Yeah I would wait and see what Ryzen offers. Even if you don't get it, Intel will be forced to price their CPUs more competitively.

The PSU you have right now should be replaced immediately. Coolmax is tier 5.
