Nvidia Gtx 1060 Heating Issues

I have been trying to remotely trouble shoot my friends gaming pc, he has a nvidia gtx 1060. The very second he launches any game e.g overwatch, he will be hitting around 70-75Celsius on the main menu. I understand this is on high load but seriously, it should not be going from idle (20c) to 75 in under a minute of rendering a main menu. He also has extremely bad fps drops in overwatch, he says he will be around 90-110fps and shoot directly to the 20-30's and back up. I checked to see if his drivers were up to date and they were and we checked to make sure cpu temp was not spiking either and that was not an issue either. This leaves me to believe either the card, the motherboard, or the power supply are at fault. Any help on this issue is much appreciated!

So far he is trying to figure out what specific card it is, but i did manage to get a pcpart picker list from him.: https://pcpartpicker.com/list/YH9yf8 this is all of his hardware running on windows 10 except for the video card in that pcpartpicker, he scratched that and instead got the 1060.

but what exact model of the 1060,is it zotac,evga,gigabyte...Those temps are way too high for the 1060 unless he has some single fan model. Still if he does have a single fan model then it is fine as long as it stays below 80c under heavy load. Mine goes up to 66c and idles at 41c and it is slightly clocked so if he has a dual fan aftermarket like me then something is wrong and he should check it with the seller,maybe get a warranty

So finally got him to open his case up, it is a EVGA GeForce gtx 1060 6gb model with 1 fan... looks just like this >>>http://www.evga.com/Products/Product.aspx?pn=06G-P4-6163-KR<<<
