He's right about it being easier to upgrade the GPU. The i5-7400 would be a good choice because it gives a simple upgrade path if and when you decide you need to upgrade.

If going with an i3 I'd recommend for the i3-7350k as its at stock 4.2ghz and overclockable to 5ghz if you want to overclock you will need a better Motherboard of course.

For general web browsing and computer use besides gaming an i3 will do you just fine and for most games it will work just fine, Even though I recommend an i5 as an i3 can't beat 4 physical cores.
 


That's a tough call between the i3-6100 + 1060 3GB and the i5-7400 + 1050 Ti. Any given day I'd choose either one as they both have their benefits.

As far as which one is the best price, that's largely up to you.

Video card is wayyyy easier to upgrade a year down the road. I'd go with the i5 and sit on that card until you find something you want, but simply cant run. Pull the 1050 and pop in the new card. Versus removing cables, removing the card, removing the motherboard, removing the heatsink, replacing the processor, and rebuilding it all.

Based on how little CPU performance has increased over the years, Hence me still using my OC'd i7-950, I just built my brother a non-k i5 7600 for his gaming pc. I'm not worried that his CPU will be outdated for quite a while. I gave his system a 1070 so he isn't bottlenecked by graphics, but I warned him he needs to go bigger, because he's not going to roll 4k. His processor will be fine, and in turn, your CPU will be good for a while.
