Transferring installed programs from a hard drive to ssd?

I have my laptop hdd that only has my steam library and I want to transfer everything over to my 1 tb ssd. Will simply copy and pasting do the trick? I'd rather not redownload all my games. I also don't have money to spend on any application that clones my hdd to ssd.
 
Solution
For just steam games, sure. No problem.

Assuming sufficient space:
On the target drive, create a folder.
Call it whatever. MyGames
On the source drive, the HDD, locate the SteamApps folder.
Copy that SteamApps folder to that new folder you created.

In your Steam client, Add that folder (MyGames) to the list of places to install to.

Also...where is the OS and the Steam client?
