My CPU bottlenecking GPU?

I'm in serious trouble.
After replacing My old 9800GT 1GB with GTX1060 6GB (replaced 480W PSU with 650W) Im not seeing much difference, except DX11 games are launching.
In Dota 2 with minimum settings 1080p im getting barely 50 fps, in mgs5 ~50fps, but in re7 demo around 100+ fps in max settings
My CPU is old Core 2 Quad Q8300, but reading some forums people told that if cpu is around 100% thats the bottleneck, checking with MSI Afterburner cpu is around 50-75%
Nvidia Drivers are latest and installed after clean installed Windows
Please help

What motherboard do you have? Not that I'd consider it for gaming really still, but it would help; you may be able to upgrade that chip to a Q9400 for $20 or less if your motherboard allows it (depends on the chipset). I have a couple of Core 2 Quads that can still game ok - but all are Q9650 speeds or faster with the OC I put on them and have DDR3. One is a Q9550S that I use as a home server and a couple Xeons, X3360. So if you felt the need to stick with your current CPU buy a used chip on EBay and you will see improvement. Not a lot, but worth the $20.

To give you an idea on what chips are best. Just make sure the chip is compatible with your motherboard.

Dota 2 is very demanding CPU wise , I'd say 50fps is about right (you could up the graphics to max & get the same fps).

I'm surprised on the other 2 games you get as much fps as you do.

You have an horrendously mismatched system here now
A 9 year old CPU, 4gb slow RAM , & a fairly high end current gen GPU.

Thanks for answers, and im suprised thats why im created this post.
How the heck mgs5 on ultra is around 50-60 fps, RE7 is about 100fps on ultra but in dota with everything on minimus i have so issues
 
Multi threading ??

Dota 2 will rape usage on a couple of cores (there's 50% of your 100% usage)
If you set afterburner up with the overlay properly so it shows 4 independent core usages you'll probably find cores 1&2 at 100% - thats a CPU bottleneck for sure on that particular game.

Surprised by the performance on then other two though , not so much the re7 demo as there not really a lot going on apart from some incredible quality graphics.

I think mgs if you get a little further into the game (I don't know how much you've played?? ) you'll get drops into the 30s without a doubt.

But yeah your GPU is probably overpowered for even a Q9650. A faster base system will help you a lot. It's time to upgrade, but if you want to power up your current system a cheap CPU may provide noticeable boosts.
