How do I know if the slow connection is ISP's or my router's fault?

I called my ISP a few times when the speed dropped(good at day, bad at night) and they said the bandwidth is fine(no problem on their end). Sometimes the condition gets better after a router reboot but often it doesn’t. (Please don’t tell me to do a speed-test cause it gives the wrong result in our country)

If you have broadband your only guaranteed UP TO the max speed you are paying for, which is called the "Service Level Agreement". Google your carrier and service level agreement if you really want to learn more. With broadband you and the whole neighborhood are sharing the same circuit. During peak usage times you're simply not going to get the max rated download/upload advertised. If you had a dedicated fiber channel, this would mean you'd have your very own circuit. Your service level agreement would then be different and you WOULD be guaranteed your pre-defined down and upload speeds.

What country are you in and what type of service do you have? DSL or Cable or fiber?

Most likely its the ISP... regardless of what type of service you have, there will always be times in the day when it is slower because so many other people are on the network. Also, keep in mind that sometimes its the sites that you visit who have slower connections at peak times of the day.
